The number of people who can play together on a single server in Dune: Awakening depends on your location, as Game Director Joel Bylos explained in an interview with Gameswelt.de.
It depends on where you are in the world. Different areas have different player counts.

We have social hubs with up to 100 players. We have the deep desert map, which can have many hundreds of players and we have the smaller survival space, which is kind of 40 at the moment and we’ll see how we optimize.
Joel Bylos highlighted that unlike many survival games with few players on a single server, Dune: Awakening offers an exciting multiplayer experience. Funcom has integrated features such as multi-seat vehicles, cooperative building, guilds, politics, and faction wars, enabling large player groups to engage and enjoy the game together.
I’m eagerly anticipating the vibrant market streets in the outposts of Arrakis and the epic battles that unfold in the deep desert over valuable resources, all before the colossal sandworm makes its grand appearance.
